The oversight of local storage facilities frequently fell upon inadequately trained staff, heightening the chances of mistakes or fraudulent activities.

Reports indicated that the amounts of building supplies like sand, cement, and steel were tampered with, and public agreements were authorized without confirming if the supplied items adhered to the necessary quality criteria. Additionally, instances arose where inferior IT systems and office machinery arrived but underwent no preliminary examination before being placed into storage.

Especially in the Casablanca-Settat area, investigators discovered unclear provisions within purchasing agreements that facilitated a select few businesses to consistently secure bids. Such contracts were frequently ratified by local employees lacking the necessary expertise to evaluate the efficacy and adherence of the supplied materials.

Moreover, the audits revealed inadequate archival procedures, particularly within technical divisions focused on urban planning and public procurement. The absence of collaboration with provincial treasury officials was also identified as an aggravating element in this mismanagement.

These discoveries renew worries about local administration and highlight the critical necessity for comprehensive changes to guarantee openness, responsibility, and effectiveness in running Morocco’s municipal bodies.
