Health Ministry to Shift UHC Staff Payroll to Counties Starting July 1

The Ministry of Health along with the Council of Governors has agreed upon a plan under which County Governments will assume responsibility for managing theUniversal Health Coverage personnel salaries beginning July 1, 2025.

A joint declaration signed by Medical Services Principal Secretary Ouma Oluga and CoG CEO Mary Mwiti stated that the ministry mentioned the transfer would encompass the budget allocated for stipend payments according to present conditions throughout the transitional phase.

"As of 1st July 2025, the Ministry of Health plans to shift the payroll administration for UHC employees to County Governments, alongside providing the required funding to maintain their present salary conditions throughout this changeover," stated the announcement.

The meeting was led by Health Cabinet Secretary Aden Duale and included representatives from the Kenya National Union of Nurses and Midwives, the Kenya Union of Clinical Officers, the Kenya National Union of Medical Laboratory Officers, as well as the Kenya Environmental Health and Public Health Practitioners Union.

The parties agreed that county governments will be provided with extra funds prior to the end of the present UHC contracts, enabling the seamless integration of personnel into permanent and pensionable positions.

“Prior to the end of the current contracts, county governments will get extra funds to help fully integrate UHC personnel into permanent and pensionable positions. Additionally, service gratuity payouts will be addressed once this integration process is completed,” according to Duale’s statement.

All UHC employees who are currently off-duty have been instructed to return to work right away, with a deadline no later than May 7.
